The npc name is Gorbachev
The first step is finding the npc. The NPC is located at hugel. In order to reach the npc, just walk north into the building. Keep walking past the two npcs and you should see him near some stairs. The coordinates are (hu_in01 255, 383). He will ask for some relatively easy items to hunt.
