The npc is located on the second floor of byalan dungeon. Around iz_dun01 130 270
The Items:
Shrimp - Dropped only by leaf cats at 25% chance
Fish tail - Dropped by phen at a 100% chance, and leaf cats at a 55% chance.
Large Jellopy - Dropped by metaling at a 100% chance.
Orange dyestuffs - You can obtain them randomly from gift boxes, but your best bet would be to do the counteragent and mixture quest to make them.
Where to find them:
Leaf cats can be found inside Ancient shrine maze, or the field outside of it. It's recommended that you do this section first, as you'll probably get all of the fish tails you need by the time you collect 100 shrimp
Phen - On the off chance you don't collect enough fish tails, phen can be found on the fourth floor of byalan dungeon.
Metaling - They can be found one map north of lighthalzen.
Orange dyestuffs - Quest for mixture and counteragent can be found here:

Octopus hat[0] - Gives 0 defense, indestructible except in upgrade attempts, and has a small chance to cast provoke level 5 on an enemy when attacking.
